Djibouti's Free Zone Attracts Regional Distribution Business

Djibouti's free zone continues to attract regional distribution and light processing operations, part of a strategy to capture value from cargo rather than merely charging it to pass through.

The distinction matters for a transit economy. A container that is unloaded, stored, re-packed and re-exported generates warehousing revenue, employment and services. A container that passes straight through generates a handling fee. The free zone exists to convert more of the second into the first.

The offer is standard for such zones — customs exemptions on goods not entering the domestic market, simplified company formation, foreign ownership, and repatriation of profits — with the differentiator being location. A distributor serving Ethiopia, South Sudan, Somalia and the wider region can hold stock at the point where the shipping lane meets the corridor.

Employment is the domestic political test. Djibouti's population is small and largely urban, and unemployment, particularly among young people, has been a persistent concern. Zones that generate warehousing throughput without generating jobs face criticism, and the value of a zone to the country depends on how much of the activity is labour-absorbing.

Competition is regional. Free zones and logistics hubs operate elsewhere on the Red Sea and in the Gulf, and the segments Djibouti can realistically win are those where proximity to the Ethiopian market is the decisive factor.
