Galmudug Launches New Development Plan

The central state sets out priorities across water, roads, health and education, in a region where the administration is younger than most of its problems.

Galmudug has set out a development plan covering water infrastructure, roads, health facilities and schools, in a region where state institutions are still being built alongside the services they are meant to deliver.

Galmudug was formed in 2006 and is one of Somalia's federal member states, with Dhusamareb as its administrative seat. Its territory covers the Mudug and Galgaduud regions in central Somalia, an area of rangeland and small towns where livestock herding is the dominant livelihood.

Water is the first priority in any central Somali development plan, and for structural reasons. Rainfall is low and variable, surface water is scarce away from the rivers, and boreholes and berkads determine where herds and people can go during dry seasons. Water infrastructure is therefore not a social service in this context so much as the basic condition of economic activity.

Roads matter for a related reason. Livestock reaching export markets, and food aid reaching settlements, both depend on routes that are passable in the rainy season. Much of the region's road network is unsurfaced.

The financing question sits underneath all of it. Federal member states in Somalia have limited independent revenue, and the division of revenue between the federal government and the states is among the most contested items in the country's unfinished constitutional settlement.
